NOAH Manufactured Home Park Development Resources

Manufactured Housing Policy Leadership

Since 2007 Network for Oregon Affordable Housing has been a leader in promoting policies that support manufactured housing community preservation and operation, and the use of factory-built housing in new development.

We work closely with key legislators on manufactured housing policy bills and funding requests that support manufactured housing community preservation and replacement of obsolete homes.

In support of the growing interest in manufactured housing, NOAH has convened policy workgroups, led intensive training programs, and sponsored conferences that bring together practitioners and policy leaders who share our interest in promoting manufactured housing as an affordable approach to meeting our community housing needs. 

NOAH’s areas of interest and expertise include:

  • Manufactured housing landscape and public policy
  • Manufactured housing community acquisition and preservation
  • Community financing
  • Valuation and Capital Needs Assessments
  • Operations and management
  • New manufactured housing community development
  • Use of highly energy-efficient manufactured homes
