Our Story

The Network for Oregon Affordable Housing (NOAH) provides flexible, high-impact financing and innovative solutions to expand and preserve affordable housing across Oregon. Established in 1990 through the leadership of the Oregon Bankers Association, NOAH is a statewide nonprofit dedicated to increasing the supply of affordable housing. As a federally certified Community Development Financial Institution (CDFI), NOAH has a long track record of delivering financial and programmatic solutions that strengthen communities and enhance livability.

As a mission-driven lender, NOAH works to address Oregon’s housing affordability crisis by offering a range of financing tools, including pre-development, bridge, and permanent loans, along with technical assistance for borrowers. With more than $300 million in total assets, NOAH supports the acquisition, rehabilitation, and construction of affordable housing properties throughout the state.
