Development Services & Technical Assistance
NOAH offers development services at three points during the development process and charges no fees for these services. NOAH bears the cost and considers this work part of our mission. These services are provided without the precondition that NOAH will be the primary financing source.
Pre-Development
- During pre-development, NOAH helps potential borrowers become loan-ready. This may include working with an individual organization with a housing project, or a group of organizations that are trying to structure a collaborative real estate deal. NOAH staff offers input regarding borrower structures and transaction specifics. This includes advising on the proper application of government subsidies and private financing; guidance with developing the financial pro forma; and help identifying market demand.
Development
- During the development phase of the project, NOAH helps borrowers refine their capital structures and operating numbers; assists with loan closing procedures; and, helps manage relationships with other development partners. With NOAH’s long experience in lending, we have an extensive database of comparable costs that can be a resource to affordable housing developers.
Post-Loan
- Post-loan, NOAH provides ongoing support and tracks relevant information about the loan’s performance so that problems are identified early when corrective action is easiest to mitigate. NOAH performs regular property inspections and provides feedback on asset management issues. NOAH has extensive experience in addressing construction defects and provides consultation to the owner if these issues occur.
Preservation Program
In addition to development services related to NOAH’s lending, NOAH provides technical assistance to housing developers through our Preservation program. Preservation program staff help match sellers with buyers of federally assisted housing, and help sellers and buyers navigate the plethora of regulations and financing options.
