The Team

We are a diverse team of experts with decades of experience in finance, data analysis, urban planning, sustainability and community development. We collaborate for greater impact and the collective good; use facts and flexibility to get to yes; take calculated risks and develop creative solutions; and, support social equity and are empathetic and respectful of others. Together, we can agilely respond to new opportunities and meet challenges with integrity, curiosity, and humor. Following is a list of the staff of NOAH.

CYNDI BARBER, Director of Finance and Administration

Cyndi is a licensed CPA in the State of Oregon and holds a Human Resources certificate from Portland State University’s Professional Development Department.  Previously she has worked in public accounting, and for both non-profit and for-profit organizations.  Most recently she has spent her time in wine country as Chief Financial Officer at two vineyards.

RACHEL MORI BIDOU, Director of Policy and Asset Management

Rachel brings a strong background in asset management and underwriting of tax credit equity investments. Prior to NOAH, Rachel worked at PNC Real Estate for seven years as a Senior Asset Manager and in a variety of underwriting positions. She managed portfolios of approximately 70 entities, including low-income housing tax credit partnerships where she closed deals in excess of $15 million.

MICHELLE BILDERBACK, Senior Loan Closing Officer

Michelle coordinates, prepares and tracks documentation required to close NOAH’s loans. Her background includes education and training in handling complex mortgage transactions. Michelle has over 20 years of experience with commercial real estate, including problem assets and income property loan quality control analysis. Her professional background includes work at First Interstate Bank and Willamette Savings & Loan.

ANTHONY CARNIVALE, Relationship Manager

Anthony is an Oregon native, born and raised in Corvallis. He received his MRED degree (Master’s in Real Estate Development) from Portland State University. Prior to joining the NOAH team, he worked with HomeStreet Bank, underwriting loans for their commercial real estate team.

MEGAN CARPENTER, Loan Closer

Megan is part of the loan closing team at NOAH. She brings a strong foundation in legal coordination and public service. Before joining the team, she served as an affordable housing paralegal, where she supported the closing of complex affordable housing transactions across Oregon. Her work included drafting and reviewing legal documents, coordinating with lenders and title companies, and tracking project milestones from entity formation through financing.

Originally from California, Megan discovered her passion for affordable housing during an internship with the San Francisco Board of Supervisors, where she worked on policy initiatives focused on housing and environmental justice. Her commitment to equitable development has continued throughout her career.

When she’s not supporting housing projects, Megan can often be found with her nose in a book or exercising with her two beloved Australian Shepherds. She also helps run a community book club with close friends.

FAWN ENGWEILER, Loan Closer

Fawn facilitates loan closings at NOAH. Her background includes over 20 years of experience in banking, residential and commercial real estate lending. Training and knowledge in Fannie Mae and Freddie Mac Multifamily affordable loans, residential construction, and special assets.  Her professional background includes work at HomeStreet Bank and NewPoint Real Estate Capital. She has a fascination with history, antiques, music, and loves spending time outdoors with her two children.

SHERRY GRAU, Relationship Manager

Sherry brings over 25 years of experience in various affordable housing roles.  Prior to coming to NOAH, she worked for leading statewide nonprofit housing developers in Oregon and California where she developed new construction and acquisition/rehab projects of diverse building types and complex financing structures.  She holds a Bachelor of Science in Design with a major in Housing and Urban Development from Arizona State University and a Rental Housing Development Finance Professional certification from Grow America.  She also currently serves on the board of the Pacific Northwest chapter of the Women’s Affordable Housing Network.

KWAME KINABO, Lending Project Manager

Kwame brings lending experience to support loans from origination through asset management for NOAH. With 19 years of experience in financial services and non-profits, Kwame builds relationships to meet financial needs and bring social change. He holds an MBA and is excited to address disparities and bridge communities through financial support. Kwame takes pride in his African heritage and extensive world travel which bring a unique approach to his work.

JESSICA KOHLS, Asset Manager

Jessica joined NOAH in 2023, bringing over 10 years of experience in the affordable housing property management industry. She is a Housing Credit Certified Professional, and holds an Oregon Real Estate property manager license. Prior to joining NOAH, Jessica worked in asset management at Enterprise Community Investment. She holds degrees in both Spanish and Finance from Portland State. Se Habla Español.

HOLLY NEWKIRK, Senior Loan Closer

Holly coordinates loan closings at NOAH. Her background includes over 25 years of closing all types of commercial real estate loans, including Fannie Mae and Freddie Mac Multifamily affordable loans.  Her professional background includes work at HomeStreet Bank and M&T Real Estate Capital.  In her spare time Holly enjoys driving her sports car and getting outdoors with her pups.

ERIK PATTISON, Relationship Manager

Erik Pattison comes to NOAH after several years at Portland based Community Development Companies. He has managed affordable housing development and asset management and has experience with a wide range of financing structures and project subsidies. He received his Master’s in Real Estate Development (MRED) from PSU.

AMBER QUAYLE, Senior Portfolio and Servicing Manager

Amber Quayle joined NOAH in 2017. She leads the loan servicing functions and is responsible for a range of asset management duties including data integrity of the loan servicing software. Amber comes to NOAH from PNC Real Estate where she held positions as Investor Finance Associate and Department Coordinator for tax and audit documentation. Prior experience includes positions at Norwest General Contractors and First Consumers National Bank.

ANN REMMERS, Deputy Director and Director of Lending

Ann joined NOAH’s staff in 2016 with over ten years of experience in affordable housing finance and development. She is experienced in acquisitions, asset management, business development and underwriting. Immediately prior to coming to NOAH, Ann managed a team of tax credit underwriters for PNC Real Estate.

BILL VAN VLIET, Executive Director

Photo of Bill Bill has 25 years of experience in housing finance with a strong credit and management background. He has worked in both the private and public finance sectors. He joined NOAH as a Loan Officer in 1998 and was appointed Executive Director in 2000. Bill leads the agency, is the primary liaison to the Board of Directors, and is responsible for credit quality and capitalization. He also serves as an expert and leader in housing policy.

JULISSA VASQUEZ, Portfolio Coordinator

Julie was born and raised in Los Angeles, CA. She moved to Oregon in 2022 and has not yet acclimated to the Oregon weather. Prior to working at NOAH, Julissa worked at Umpqua Bank, underwriting healthcare loans for dentists and veterinarians. Julie assists the asset management, reporting, servicing, and AP departments at NOAH.
