Governance

NOAH operates under the guidance of an experienced and highly skilled Board of Directors. NOAH Board members represent Oregon’s key financial, community development, legal, and service sectors. There are five committees, including a loan committee which is comprised of banking and lending professionals.

We are a diverse team of experts with decades of experience in finance, data analysis, urban planning, sustainability and community development. CYNDI BARBER, Director of Finance and Administration

Cyndi is a licensed CPA in the State of Oregon and holds a Human Resources certificate from Portland State University’s Professional Development Department.  Previously she has worked in public accounting, and for both non-profit and for-profit organizations.  Most recently she has spent her time in wine country as Chief Financial Officer at two vineyards.

RACHEL MORI BIDOU, Director of Policy and Asset Management

Rachel brings a strong background in asset management and underwriting of tax credit equity investments. Prior to NOAH, Rachel worked at PNC Real Estate for seven years as a Senior Asset Manager and in a variety of underwriting positions. She managed portfolios of approximately 70 entities, including low-income housing tax credit partnerships where she closed deals in excess of $15 million.

MICHELLE BILDERBACK, Senior Loan Closing Officer

Michelle coordinates, prepares and tracks documentation required to close NOAH’s loans. Her background includes education and training in handling complex mortgage transactions. Michelle has over 20 years of experience with commercial real estate, including problem assets and income property loan quality control analysis. Her professional background includes work at First Interstate Bank and Willamette Savings & Loan.

ANTHONY CARNIVALE, Relationship Manager

Anthony is an Oregon native, born and raised in Corvallis. He received his MRED degree (Master’s in Real Estate Development) from Portland State University. Prior to joining the NOAH team, he worked with HomeStreet Bank, underwriting loans for their commercial real estate team.

MEGAN CARPENTER, Loan Closer

Megan is part of the loan closing team at NOAH. She brings a strong foundation in legal coordination and public service. Before joining the team, she served as an affordable housing paralegal, where she supported the closing of complex affordable housing transactions across Oregon. Her work included drafting and reviewing legal documents, coordinating with lenders and title companies, and tracking project milestones from entity formation through financing.

Originally from California, Megan discovered her passion for affordable housing during an internship with the San Francisco Board of Supervisors, where she worked on policy initiatives focused on housing and environmental justice. Her commitment to equitable development has continued throughout her career.

When she’s not supporting housing projects, Megan can often be found with her nose in a book or exercising with her two beloved Australian Shepherds. She also helps run a community book club with close friends.

FAWN ENGWEILER, Loan Closer

Fawn facilitates loan closings at NOAH. Her background includes over 20 years of experience in banking, residential and commercial real estate lending. Training and knowledge in Fannie Mae and Freddie Mac Multifamily affordable loans, residential construction, and special assets.  Her professional background includes work at HomeStreet Bank and NewPoint Real Estate Capital. She has a fascination with history, antiques, music, and loves spending time outdoors with her two children.

SHERRY GRAU, Relationship Manager

Sherry brings over 25 years of experience in various affordable housing roles.  Prior to coming to NOAH, she worked for leading statewide nonprofit housing developers in Oregon and California where she developed new construction and acquisition/rehab projects of diverse building types and complex financing structures.  She holds a Bachelor of Science in Design with a major in Housing and Urban Development from Arizona State University and a Rental Housing Development Finance Professional certification from Grow America.  She also currently serves on the board of the Pacific Northwest chapter of the Women’s Affordable Housing Network.

KWAME KINABO, Lending Project Manager

Kwame brings lending experience to support loans from origination through asset management for NOAH. With 19 years of experience in financial services and non-profits, Kwame builds relationships to meet financial needs and bring social change. He holds an MBA and is excited to address disparities and bridge communities through financial support. Kwame takes pride in his African heritage and extensive world travel which bring a unique approach to his work.

Jessica joined NOAH in 2023, bringing over 10 years of experience in the affordable housing property management industry. She is a Housing Credit Certified Professional, and holds an Oregon Real Estate property manager license. Prior to joining NOAH, Jessica worked in asset management at Enterprise Community Investment. HOLLY NEWKIRK, Senior Loan Closer

Holly coordinates loan closings at NOAH. Her background includes over 25 years of closing all types of commercial real estate loans, including Fannie Mae and Freddie Mac Multifamily affordable loans.  Her professional background includes work at HomeStreet Bank and M&T Real Estate Capital.  In her spare time Holly enjoys driving her sports car and getting outdoors with her pups.

Erik Pattison comes to NOAH after several years at Portland based Community Development Companies. He has managed affordable housing development and asset management and has experience with a wide range of financing structures and project subsidies. He received his Master’s in Real Estate Development (MRED) from PSU.

AMBER QUAYLE, Senior Portfolio and Servicing Manager

Amber Quayle joined NOAH in 2017. She leads the loan servicing functions and is responsible for a range of asset management duties including data integrity of the loan servicing software. Amber comes to NOAH from PNC Real Estate where she held positions as Investor Finance Associate and Department Coordinator for tax and audit documentation. Prior experience includes positions at Norwest General Contractors and First Consumers National Bank.

ANN REMMERS, Deputy Director and Director of Lending

Ann joined NOAH’s staff in 2016 with over ten years of experience in affordable housing finance and development. She is experienced in acquisitions, asset management, business development and underwriting. Immediately prior to coming to NOAH, Ann managed a team of tax credit underwriters for PNC Real Estate.

BILL VAN VLIET, Executive Director

Photo of Bill Bill has 25 years of experience in housing finance with a strong credit and management background. He has worked in both the private and public finance sectors. He joined NOAH as a Loan Officer in 1998 and was appointed Executive Director in 2000. Bill leads the agency, is the primary liaison to the Board of Directors, and is responsible for credit quality and capitalization. He also serves as an expert and leader in housing policy.

JULISSA VASQUEZ, Portfolio Coordinator

Julie was born and raised in Los Angeles, CA. She moved to Oregon in 2022 and has not yet acclimated to the Oregon weather. Prior to working at NOAH, Julissa worked at Umpqua Bank, underwriting healthcare loans for dentists and veterinarians. Julie assists the asset management, reporting, servicing, and AP departments at NOAH.

Terms of Service

Welcome to the Network for Oregon Affordable Housing’s website available at and under the domain name https://noah-housing.org/ (this “Site”). By complying with this Terms of Service Agreement (this “Agreement”), we hope your online experience with us will be safe and rewarding. This Agreement sets forth the terms and conditions governing your use of this Site and your access to and use of the information, content and services offered on this Site (which, collectively with this Site, constitute the “Services”). By accessing or using this Site or any of the Services, you accept and agree to be legally bound by this Agreement, as it may be amended or supplemented from time to time (as further described below), and agree to all operating rules and/or policies of Network for Oregon Affordable Housing and the Services that may be published by Network for Oregon Affordable Housing on this Site. All these rules and policies are incorporated into this Agreement by this reference. Network for Oregon Affordable Housing also has a privacy policy relating to this Site and the Services generally.

The Services are intended for use only by individuals and legal entities (such as small businesses, cooperatives, associations and membership organizations), based in the United States, that can form legally binding contracts under applicable law. If you do not satisfy the foregoing, you may not use any of the Services. By using any of the Services, you expressly represent that you have the capacity under applicable law to enter into a legally binding contract (if you are an individual), or that you have been duly authorized by your corporation, partnership, or other legal entity, to enter into agreements on behalf of that entity (if you represent a legal entity).

1. Network for Oregon Affordable Housing Reserves the Right to Revise this Agreement. We reserve the right, at any time and from time to time, to update, revise, supplement and to otherwise modify this Agreement and to impose new or additional rules, policies, terms or conditions on your use of the Services. Such updates, revisions, supplements, modifications and additional rules, polices, terms and conditions (collectively referred to in this Agreement as “Additional Terms”) shall be effective immediately and incorporated into this Agreement upon notice thereof, which may be given by any reasonable means including by posting to this Site or the websites of our related or affiliated entities. Your continued use of this Site following such notice shall be deemed to conclusively indicate your acceptance of any and all such Additional Terms. All Additional Terms are hereby incorporated into this Agreement by this reference.

2. Network for Oregon Affordable Housing May Revise or Terminate Any Part of the Services at Any Time. We reserve the right, at any time and from time to time, to modify or discontinue, temporarily or permanently, any or all of the Services, with or without notice and in its sole discretion. This includes the right to modify, discontinue or remove any content, postings, links, pages, services, or other materials at any time and for any reason. You agree that neither Network for Oregon Affordable Housing, its partners nor its affiliates shall be liable to you for any modification, general suspension or discontinuance of any Services. Network for Oregon Affordable Housing may, in its sole discretion, refuse or restrict anyone from access to any or all of the Services at any time.

3. Acceptable Use of the Services. In order to use the Services, you must obtain access to the World Wide Web directly or through devices that access web-based content and pay any and all service fees associated with such access.

3. (a) Individual Use. You agree that you are only authorized to visit, view and to retain a single copy of pages of this Site solely for your own individual use, and that you shall not duplicate, download, publish, modify or otherwise distribute any material on this Site for any purpose other than for your own individual use unless otherwise specifically authorized by Network for Oregon Affordable Housing. We post legal notices and various credits on pages of this Site, which may not be removed even in your permitted copy. You shall not remove these notices or credits, or any additional information contained along with the notices and credits.

3. (b) Deep Links. You shall not “deep-link” to this Site, meaning that you will not create, post, display, publish or distribute any link to any page other than the front (home) page of this Site for any purpose, unless specifically authorized by Network for Oregon Affordable Housing to do so.

3. (c) Framing and Inlining. You shall not frame or inline (framing without a border around the framed content) this Site, meaning that you will not display of the contents of this Site on another web page without our express permission.

3. (d) Security, Cracking and Hacking. You shall not violate or attempt to violate the security of the Services. Accordingly, you shall not: (i) access data or materials not intended for you; (ii) log into a server or account which you are not authorized to access; or (iii) attempt to probe, scan or test the vulnerability of a system or network or to breach security or authentication measures without proper authorization. Violations of system or network security may result in civil or criminal liability. Network for Oregon Affordable Housing reserves the right to investigate occurrences which may involve such violations and may involve, and cooperate with, law enforcement authorities in prosecuting users who have participated in such violations. You agree that it is your responsibility to install anti-virus software and related protections against viruses, Trojan horses, worms, time bombs, cancelbots or other computer programming routines or engines that are intended to damage, destroy, disrupt or otherwise impair a computer’s functionality or operation which may be transferred to your computer via the Services.

3. (e) Accurate Information. You may be required to log-on or register in order to access and use some areas of our Site. You agree to provide certain current, complete, not misleading, true and accurate information as required to complete the registration form and at other points as may be required in the course of your using the Services. You agree not to use a false or misleading name or a name that you are not authorized to use.

3. (f) Account Passwords. If applicable, you will be able to access certain portions of this Site as a “Registered User” of the Services. As a Registered User, you will receive or establish one or more passwords and accounts. Maintaining the confidentiality and security of your password and account is solely your responsibility. Do not divulge your password to anyone else, and do not use anyone else’s password or account. 3. (g) You Are Responsible For All of Your Activities and All of The Content You Post or Submit. You are responsible for your communication content and transmissions. You represent and warrant that any information you post or provide to Partners Network for Oregon Affordable Housing by means of the Services, including, without limitation, as part of any registration or application or to gain access to any Services, is true, accurate, not misleading and offered in good faith. Any information disclosed to you via the Services including, without limitation, any content in any personalized areas of this Site, may be used only for its intended purpose. We expect that you will exercise caution, good sense and proper judgment in using the Services. You agree NOT to use the Services for, or in connection with, any of the following activities:

Spoofing or otherwise impersonating any person or entity, including, without limitation, any other users or any of Network for Oregon Affordable Housing personnel, or falsely stating or otherwise misrepresenting your identity or affiliation in any way, or forging any TCP/IP packet header or any part of the header information in any e-mail or other posting;

Any fraudulent or illegal purpose, or any use which violates the accepted norms of the Internet community, whether or not expressly mentioned in this Policy, as well as any activity that could damage Network for Oregon Affordable Housing’ commercial reputation and goodwill or the commercial reputation and good will of its vendors and customers;

E-mailing, uploading, or otherwise transmitting or using the Services in furtherance of the use or distribution of any unlawful, harmful, harassing, defamatory, tortious, libelous, abusive, threatening, vulgar, sexually explicit, obscene, hateful, racially, ethnically or otherwise objectionable material of any kind, or any material that is invasive of another’s privacy or exploits children, or transmitting any sexually explicit materials, including images and other content; and

The compilation of all content on this Site is the exclusive property of Network for Oregon Affordable Housing, its partners or affiliates and is protected by U.S. and international copyright laws. This Site contains other registered and common law trademarks of Network for Oregon Affordable Housing in addition to those listed.

4. Compliance with Laws. You may use the Services only for lawful purposes. The Services are subject to, and you agree that you shall at all times comply with, all applicable local, state, national, and international laws, statutes, rules, regulations, ordinances and the like applicable to the use of the Services. 11. Indemnity of Network for Oregon Affordable Housing. You agree to indemnify and hold Network for Oregon Affordable Housing (including without limitation our agents, employees, officers, directors, subsidiaries, parent and affiliated companies) harmless, and, at Network for Oregon Affordable Housing’ request, to defend Network for Oregon Affordable Housing from and against any claim, demand, cause of action, debt, loss or liability, including reasonable attorneys’ fees, to the extent that such action is based upon, arises out of, or relates to: (i) your use of (or inability to use) any and all of the Services; (ii) your violation of the terms and conditions of this Agreement; (iii) the infringement by you, or any other person using your password and account, of any right of any person or entity; or (iv) any other of your activities relating to your use of this Site and the Services. 12. Order of Precedence. This Agreement governs your use of this Site and access to the Services. 13. Dispute Resolution. Except with respect to violations of Network for Oregon Affordable Housing’ intellectual property or proprietary rights and our right to bring an action in court to collect monies due, and except with respect to suits brought against Network for Oregon Affordable Housing by third parties, you acknowledge and agree that any dispute involving Network for Oregon Affordable Housing shall be settled by arbitration. Any such controversy or claim shall be arbitrated on an individual basis, and shall not be consolidated in any arbitration with any claim or controversy of any other party. Judgment on the arbitration award may be entered into any court having jurisdiction thereof. You agree that Network for Oregon Affordable Housing may seek interim or preliminary relief from a court of competent jurisdiction necessary to protect the rights or property of Network for Oregon Affordable Housing pending the completion of arbitration.

14. Miscellaneous Terms. We reserve the right to remove or disable access to any content or other materials that violate or allegedly infringe on a party’s copyright or other intellectual property rights. Our Story

Financing Strong Oregon Communities

The Network for Oregon Affordable Housing (NOAH) strengthens communities through flexible financing, strategic partnerships, and creative solutions that expand and preserve affordable housing in Oregon. Through the leadership of the Oregon Bankers Association, NOAH was established in 1990 as a statewide nonprofit corporation to increase the supply of affordable housing. NOAH is a federally certified Community Development Financial Institution (CDFI) with a 29-year history of delivering financial and programmatic solutions that enhance livability.

NOAH is a mission-driven lender working to solve Oregon’s housing affordability crisis. NOAH provides an array of financial tools, including pre-development, bridge and permanent loans, as well as technical assistance to borrowers. With total assets exceeding $130 million, NOAH supports the acquisition, renovation and construction of

affordable housing properties throughout the state.
