Manufactured housing is Oregon’s largest source of unsubsidized affordable housing. Nearly 140,000 manufactured homes are located across the state, representing about 8% of Oregon’s total housing stock.

As Oregon’s housing affordability crisis continues, public agencies and partner organizations have been working together to develop strategies to preserve this critical housing resource. Supporting mission-focused organizations in acquiring manufactured home communities can help prevent resident displacement, fund needed infrastructure improvements, maintain long-term affordability, and strengthen services for residents. NOAH has been an active partner in these efforts and has developed financing tools to support these goals. NOAH is committed to supporting the acquisition, preservation, and improvement of manufactured home communities in ways that enhance livability and housing stability for Oregonians. To advance this work, NOAH has helped establish a statewide steering committee focused on policy, regulatory, and funding issues; launched a peer learning collaborative; and convened stakeholders to share best practices and policy strategies related to manufactured housing in Oregon.
