Manufactured housing represents the state of Oregon’s biggest source of unsubsidized affordable housing. There are nearly 140,000 manufactured homes in Oregon, accounting for 8.2% of the total housing stock.

NOAH is committed to assisting with the acquisition, preservation and improvement of manufactured home parks to enhance livability and housing stability for Oregonians with modest incomes. To enhance manufactured housing as a viable affordable housing resource, NOAH is taking a three-prong approach.
In the fall of 2016, NOAH established a statewide steering committee comprised of public and private agency stakeholders with a goal of addressing policy, regulatory and funding issues.
In the spring of 2017, NOAH launched a peer learning collaborative, where practitioners can get training and coaching to advance their work on the manufactured housing issues. Practitioners from 11 public and nonprofit agencies are participating in this program.
NOAH is raising capital to expand the Oregon Housing Acquisition Fund (OHAF). OHAF gives mission-focused purchasers, such as resident-owned cooperatives, nonprofit housing organizations and public housing authorities, access to capital for purchasing manufactured home parks (MHPs) that might otherwise be lost as affordable housing through sale or redevelopment. NOAH also provides permanent financing for purchasers of MHPs.
In August of 2017, NOAH hosted a convening on Manufactured Housing in Oregon: Policy and Best Practices. The meeting was co-sponsored by Prosperity Now and Oregon Housing and Community Services. Practitioners and policy makers came together to discuss the current state of manufactured housing in Oregon, and policies, resources and tactics for enhancing this resource as a viable affordable housing option.
