Since 2007 Network for Oregon Affordable Housing has been a leader in promoting policies that support manufactured housing community preservation and operation, and the use of factory-built housing in new development.
We work closely with key legislators on manufactured housing policy bills and funding requests that support manufactured housing community preservation and replacement of obsolete homes.
In support of the growing interest in manufactured housing, NOAH has convened policy workgroups, led intensive training programs, and sponsored conferences that bring together practitioners and policy leaders who share our interest in promoting manufactured housing as an affordable approach to meeting our community housing needs.

NOAH is once again pleased to convene the Southern Oregon Manufactured Housing conference!
The Southern Oregon Manufactured Housing Conference is an exploration of the increasingly important role manufactured housing plays in our communities. We’ve put together an agenda covering a variety of topics designed to build the capacity of those committed to preserving this critical infrastructure in Jackson and Josephine counties. A range of topics will be presented designed to inspire and motivate you with new ideas. Among others, we’ll cover financing and infrastructure, energy efficiency programs, homebuyer education and policy updates. Bring your team (or just bring yourself). Download the conference summary here.
Hosted by State Representative Pam Marsh (D-District 5), join housing experts, policy makers, residents, advocates, and local planning and community development staff as we spend the day learning about best practices to promote manufactured housing.

NOAH offers development services at three points during the development process and charges no fees for these services. NOAH bears the cost and considers this work part of our mission. These services are provided without the precondition that NOAH will be the primary financing source.

In addition to development services related to NOAH’s lending, NOAH provides technical assistance to housing developers through our Preservation program. Preservation program staff help match sellers with buyers of federally assisted housing, and help sellers and buyers navigate the plethora of regulations and financing options.
